"I just talked with Viktor Andreyevich (Yushchenko) - the Ukrainian president - for almost an hour, but we haven't reached any accord so far," Russian Prime Minister Putin told reporters.
When asked why the sides had been unable to reach an accord Mr Putin replied: "they don't want to pay."
