The Banking (Special Provisions) Bill can be downloaded.
Its definitions and provisions are so wide-ranging it is difficult to understand what is left of the financial world in any United Kingdom jurisdiction that is not to be under Treasury control, at any time and on any terms the Treasury chooses, should any Treasury intervention be Treasury-defined as assistance.

I watched some of this on the BBC Parliament channel last night. Hardly anyone in the chamber, then bulldozing votes as often as required - probably called to the division lobbies by pager.
Today's reports that the Freedom of Information Act is specifically refused applicability to all Northern Rock affairs (and, of course, the affairs of any other financial institution the Treasury defines as within its maw) are confirmation of the continued advance of the unaccountable governance being test-bedded in the UK.
The inefficiency of our democratic system (to put it at its kindest) will not yield acquiescence; in a fairly short time period I would guess its going to produce violence.
