Tax Avoidance is 'Within the Rules'

Being 'within the rules' seems to be fine to justify claiming personal and Party enrichment expenses. So why is 'within the rules' for paying tax considered borderline criminal?

Alistair Darling makes me want to chuck up. The things about Brown aren't so bad - he had a cleaner, so what? But Darling's cynical switching of his main home back and forth ought to be a resignation issue; and not just as a minister. I never felt particularly hostile to Darling, but he has lost any chance of ever holding any trust or respect from me again.
